Background
HITAP Foundation
The Health Intervention and Technology Assessment Program (HITAP) Foundation is an independent research institute with expertise in health technology assessment (HTA). HTA provides evidence to inform the design of Thailand’s universal health coverage (UHC) benefit package, including medicines, vaccines, health services, programs, and procedures.
HITAP’s research evaluates the impacts of health technologies, interventions, and policies across health, economic, social, and environmental dimensions. The findings support evidence-informed policymaking in close collaboration with key national authorities, such as the National Health Security Office (NHSO) and the Ministry of Public Health.

What is Health Technology Assessment (HTA)?
Health Technology Assessment (HTA) is the study of the positive and negative impacts of health technologies or policies, both current and potential. These impacts may include health, economic, social, and ethical dimensions. HTA provides evidence to support policy decisions, helping policymakers make transparent and efficient choices regarding investments and resource allocation in the health system.
Why Conduct Health Technology and Policy Assessment?
Health technologies and policies are diverse, constantly evolving, and often increasingly costly. Decisions to adopt new technologies must carefully consider their potential impacts. HTA provides policymakers with evidence on likely outcomes, helping them make informed and prudent decisions.
HITAP’s Strategic Direction
HITAP envisions a society where health technologies are available, accessible, and used appropriately through evidence-informed decision-making, especially at the national policy level, which affects all citizens. To achieve this, HITAP focuses on conducting research and building the capacity of personnel to support public health policymaking on topics that national policymakers need answers to. Its research process actively engages stakeholders, ensuring that findings reflect real-world contexts and maximize the benefits of health resources.
In its early years, HITAP focused on evaluating medicines, medical products, vaccines, medical devices, procedures, and public health policies in terms of cost, effectiveness, and feasibility. Since 2024, HITAP has expanded its research to cover key health system topics such as digital health, precision medicine, environmental health, health equity, and data science.
HITAP also collaborates with the Medical Innovation Development and Assessment Support (MIDAS) unit, an independent entity under HITAP, which supports health innovation research and development. MIDAS ensures innovations meet user needs, are market-ready, and that invested resources are used efficiently.

Our Partnership Network
With its expertise in HTA, HITAP has been commissioned by both Thai and international agencies to conduct research and evaluate health programs and services in Thailand as well as partner countries such as Myanmar, Timor-Leste, and the Democratic People’s Republic of Korea. Internationally, HITAP has supported the development of HTA in countries including India, Indonesia, Vietnam, the Philippines, Bhutan, Laos, Senegal, Ghana, and Kenya.
HITAP also develops resources to support HTA researchers, particularly in low- and middle-income countries, such as the Guide to Health Economic Analysis and Research (GEAR), and knowledge products like Non-communicable Disease Prevention: Best Buys, Wasted Buys, and Contestable Buys, authored by global experts. Regionally, HITAP collaborates with partners through the Strengthening Active Partnerships for Policy and Health Intervention Research and Evaluation (SAPPHIRE) network, which includes members from Thailand, Singapore, Indonesia, and Japan.
HITAP’s contributions have been recognized internationally: in 2013, the World Health Organization (WHO) highlighted HITAP as a key research body advancing universal health coverage, and in 2019, the Wellcome Trust and Overseas Development Institute (UK) acknowledged HITAP as a catalyst for health innovation toward achieving the Sustainable Development Goals (SDGs).
