About Us
We are a dynamic and growing team of diverse researchers who are committed to enhancing health outcomes and improving equitable access to healthcare around the world. We work with teams across HITAP as well as national and international partners to develop good practices for health policy and addresses HTA challenges that do not have established practices or specialised tools.

Scope of Work
GRU work across a diverse range of policy questions to meet the evolving needs of national policymakers and global HTA agencies. needs of national policymakers and global HTA agencies. We specialize in applying flexible and forward-thinking approaches to strengthen health policy through evidence. We are currently focusing on the following areas :
1. Systems Thinking
Explore how complex public health problems can benefit from systems thinking tools—like causal loop diagrams and system dynamics—to improve HTA impact. Our goal is to promote good practices and build capacity in using these tools across HITAP and beyond.
2. Health Equity
Study how equity can be embedded throughout HTA processes, from data collection to policy decision-making, and are developing frameworks to ensure fairer outcomes, especially in resource-limited settings.
3. Evaluation of HTA systems
Help HTA agencies assess and strengthen their systems by identifying success factors and improving processes, with the aim of promoting continuous learning and improvement.
4. Antimicrobial resistance
Working on practical tools that can be implemented by HTA agencies to address AMR-related policy, particularly in low- and middle-income country settings.
