แม้ว่าเครื่องดื่มแอลกอฮอล์จะเป็นสิ่งถูกกฎหมายในเกือบทุกประเทศทั่วโลก ประเทศทั้งหลายต่างมีการควบคุมการจำหน่ายและการบริโภค ทั้งนี้เพราะการบริโภคแอลกอฮอล์ก่อให้เกิดผลกระทบในเชิงลบมากกว่าเชิงบวก แม้มีบางการศึกษาระบุว่าการบริโภคแอลกอฮอล์ในปริมาณที่จำกัดสามารถลดอุบัติการณ์ของโรคบางชนิด เช่น หลอดเลือดหัวใจตีบ ischaemic stroke เบาหวาน และ cholethiasis ลดความเครียดและเปิดโอกาสในการทำธุรกรรม อย่างไรก็ตามมิได้มีการประเมินความน่าเชื่อถือของหลักฐาน (Level of evidence) ที่พบความสัมพันธ์ดังกล่าวอย่างชัดเจน ในขณะที่การศึกษาจำนวนมากในหลายประเทศระบุว่าการบริโภคแอลกอฮอล์เป็นสาเหตุสำคัญของปัญหาสุขภาพและสังคม
